The European Union’s summit at a 16th-century Belgian castle produced consensus on “Buy European” policies protecting strategic sectors. Leaders addressed Europe’s competitiveness challenges through coordinated responses to global economic threats and unfair competition.

The policy could mandate government prioritization of locally manufactured goods in public contracts for strategic sectors. This represents a significant shift for the traditionally free-trade-oriented EU, reflecting changed global circumstances and competitive pressures.

Von der Leyen’s comprehensive March action plan encompasses regulatory simplification, EU Inc company law, capital market integration, and energy price reductions. The package addresses multiple competitiveness constraints through coordinated initiatives at European and national levels.

French President Macron described European preference as defensive measures against competitors ignoring World Trade Organization rules. He focused on clean technologies, chemicals, steel, automotive, and defense as strategic sectors requiring protection from being “swept aside.”

German leader Merz offered alternative perspectives, preferring “Made with Europe” approaches including trading partners over narrow “Made in Europe” definitions. He emphasized deregulation and trade agreements, highlighting ongoing debates about optimal protection-openness balances.
